2010 SCMYB Rule Changes
Last year we announced that the U14 bat weight would change from -10 to -7.
After recent review of this decision, we have slightly altered the decision made last year.
The U14 division will be alllowed bats with a Weight to Length ratio as low as -7.5.
This means a bat may have anywhere from 0 to -7.5 rating.
League-Wide
-Change in definition about time off for pitchers
Days of rest will start the day following the game pitched. Pitcher may pitch again at the end of the day of the last day of rest period.
ii.e. A pitcher throws 61 or more pitches on Monday. Per rules he must observe a 3 day rest period. The days of rest shall be Tuesday, Wednesday and Thursday, but pitcher may be entered into Thursday evening's game as a pitcher. This rule applies to games played in the evening hours. If a pitcher throws 61 or more pitches on Wednesday, he must observe Thursday, Friday and Saturday. If the team has a Saturday morning game he MAY NOT be entered as a pitcher. If the team has a Saturday evening game he MAY be entered as a pitcher. Evening games are defined as any game starting after 5:00 p.m.
-Pitch count and number of days of rest have not changed.
U10
-Still do not observe the dropped third strike rule.
-Base runner may not lead off. Base runner may steal once the ball has left the pitcher's hand. Stealing home is allowed.
-The action to be taken for leaving the base before ball has left the pitcher's hand will be as follows:
Either or both officials shall call "Dead Ball¯" and pitch will not count toward pitch count of pitcher. Offending base runner will be given NO warning and will immediately be called "out".
-Base runner must have one foot physically touching the base until pitched ball leaves the pitcher's hand.
U12
-No changes
U14
-Bat weight change
For the 2009 season ONLY-bat weight/length differential may be as light as -10.
Starting in 2010 bat weight/length differential will be limited to -7.

Pitch Count Rule
U10, U12, U14
If a player pitches 61 or more pitches in a day, three* days rest must be observed.
If a player pitches 41-60 pitches in a day, two* days rest must be observed.
If a player pitches 21-40 pitches in a day, one* day rest must be observed.
If a player pitches 1-20 pitches in a day, no rest period is required.
U14
95 pitches per day

In the event a pitcher reaches his maximum limit of pitches during a game, the pitcher may continue to pitch until one of the following conditions occur:
1) Current batter reaches base
2) Current batter is put out
3) The third out is made to complete the 1/2 inning

Batting Lineup
U10, U12, U14
BPA Rule 7 Section 1 states:
Each player of the offensive team shall bat in the order that
his name appears in his
team's batting order.
*NOTE: At the start of the game, coaches shall have the option of using a continuous batting order of every player present at the start of the game in all levels of play for all teams 14 and under.
SCMYB Rule on batting lineup shall supercede the above rule as follows:
A maximum of 10 players may be put into the batting lineup. They would be the 9 players on defense plus 1 extra hitter (EH). The 10 batter lineup must be established before the first pitch of the game is thrown. If the 10 batter lineup is utilized and at any time during the game the offense cannot put up to bat 10 players, the vacated position in the batting order will automatically be counted as an out for the remainder of the game when that position in the order is up to bat (even if it becomes the third out of the half-inning). The EH may be placed anywhere in the lineup. The 10 batter lineup is not a requirement and a coach may utilize a 9 batter lineup instead. This rule applies to all levels of play.
